This is one of those horrid mistakes with which spell check will never able to help.
It's a little like all those tea partiers who opposed the "Pubic Option" on their placards.
Then again, I don't know how one accidentally types "people" instead of "pepper." That's not just one missed letter.
The author could have mistyped "peoper" and then the dreadful spell-check substituted "people".
